Julia "Judy" M. Tobin

Judy Tobin passed away peacefully surrounded by her loving family, joining her beloved husband Colonel Daniel “Dan” J. Tobin (1930-2003). Judy was the first born of three daughters to Julia L. Meador (1910-1997) and Lt. Gen. Troup Miller, Jr. (1908-1988) in Newport News, Virginia. Preceding her in death, are Judy’s first sister Marilyn Emmons (2007) and her husband Jimmy (2012). Judy is survived by her youngest sister Katherine “Taffy” Miller Wallace and her husband Charles. Judy and Dan were blessed with 3 children, 9 grandchildren, 11 great-grandchildren, 7 nieces and 7 nephews. Judy’s father was a second-generation graduate of the United States Military Academy at West Point (1930; Troup Miller, 1902). Troup Jr. rose through the ranks of the Army Air Corps, which later became the United States Air Force in 1947. A distinguished WWII veteran, Troup Jr. retired as a Lieutenant General (3 Star). As a child, Judy loved being part of the military life, living many different places in the United States and abroad. She graduated from George Washington High School in Alexandria, Va. She played some basketball and tennis but mostly loved playing golf with her father. After her graduation, the Millers moved to England. As the Commanding General’s daughter, Judy was one of the last group of US debutantes to be presented to Queen Elizabeth II. Later in her life, Judy often reflected fondly on her days in England teaching children to swim, going on many dates, and relishing her affinity for driving fast cars in the Scottish countryside. Judy completed a semester at the prestigious Sorbonne University in Paris, France and two years at the University of Maryland in Munich, Germany. During this time in England, Judy met her future husband the charming Lieutenant from Buffalo, NY, who was a recent West Point graduate and stationed in Germany. Dan was in town to be the best man for a mutual friend’s wedding, who had asked Judy to show Dan around and keep him out of trouble. They drove hundreds of miles together in a VW Beetle with Dan’s knees to his chin, sparking their courtship of only three more dates before they were married in England in 1956. By 1958, they returned to the United States and started their family. Their oldest child is Daniel T. Tobin (Diane Tobin), then Kathy Tobin (Clay Moran, Jr.) and finally Julie T. Frank (Jim Frank). As Dan moved up the ranks in his distinguished military career, the family moved quite often. He earned a Master’s degree at Purdue, then in 1965 joined the faculty at West Point in the Department of Military Psychology and Leadership. West Point was a memorable three years. Judy complimented Dan in her own leadership abilities as an Officer’s wife. It was here Judy honed her talents as an event planner, Red Cross volunteer, and homemaker. She stylishly crafted West Point events, dinner parties and balls with proper etiquette and beautiful taste. She was a delicious cook and impressive seamstress, making dresses for herself and daughters plus decorations for her many homes styled with a traditional design aesthetic. These talents also set her up to be the perfect Battalion Commander’s wife when they were stationed next in Germany, first in Heidelberg and later in Berlin from 1968-1971. The many special events and parties continued, with Judy in the lead. During Dan’s 2nd tour to Vietnam from 1971-72, (he served as an advisor in 1962-63) Judy moved the family to Atlanta to be near her parents. After Vietnam, they moved to Springfield, Virginia where Dan was assigned to the Pentagon and later MILPERCEN. The Springfield home served as the family headquarters for the next 49 years and eventually became Dan and Judy’s retirement home. They had a fun year away in 1973-74 in Newport, R.I., where Dan was invited to attend the Naval War College and was promoted to Colonel. The family learned to sail, attended America’s Cup races, played tennis, all the while exploring the beautiful area of Narragansett Bay. Once back in Springfield, Judy got her real estate license and quickly became a sustained Top Producer for Long & Foster Real Estate Company. She worked for 30 years as a well-respected residential agent in the ever-expanding Virginia suburbs of Washington DC. Dan retired from the military in 1980, consulted and assisted Judy with the development of her real estate business. Dan and Judy had many adventures with close friends from their West Point reunions, associates from real estate, and other military friends they made through the years. They were the ultimate grandparents to their first 3 grandchildren, Katie, Emily & James, from Julie, then the next 3 from Kathy’s marriage, Sena, Trey, and Shelby. By 2003, Kathy and Clay had two more children together, Julia and Tobin. Later that year, Judy lost Dan too soon to cancer associated with his exposure to Agent Orange in Vietnam. In 2013, Dan Jr. married Diane. Judy loved inheriting another Grandson in Andre, the son of Diane. Judy continued to work several years later with Julie and Jim creating the Tobin Team. A few years after her retirement, she moved to Florida in 2015 to be closer to and to enjoy her youngest grandchildren, helping chauffeur them to all their school and sporting events. She loved to watch them play soccer, basketball and especially baseball. Grandma Judy was a fixture at the fields and beloved by many of her grandchildren’s friends and family. 2015 also started the series of many wonderful weddings of her older Grandchildren, producing 11 great grandchildren to date. Judy lived a wonderful, charmed life full of adventures and travels all over the world. She was a devoted wife, mother, grandmother, and Gigi who was deeply loved by her family. She was a classy lady, a great entertainer and her clients loved her dedication to her pursuit to finding them their best home. She made many great friends through the military, her work and her family. Grandma Judy was the fun one and loved to constantly treat and support her family with their life pursuits. Her smile was contagious, and she could light up a room with it. Judy and Dan are dancing in the light together again, bringing peace to the family that loved her dearly.
